Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the immense confusion following the American military actions on Venezuela, the apprehension of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, there is no doubt – these actions create a deeply alarming precedent.

Past Interference and a New Threshold Crossed

The United States has a grim history of meddling, military incursions, and control in the region, but the recent overnight operation witnessed its premier large-scale offensive on the soil of a South American nation. “US supremacy in this hemisphere shall not be challenged from now on,” the President stated.

The decision to unilaterally attack another sovereign country and capture its head of state – only a few days after he publicly sought an off-ramp – has still wider repercussions. We all have reason to be worried.

Profound Uncertainty for Venezuela

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, commonly thought to have fraudulently won the most recent election. A man who won power promising to abandon foreign wars now says he is “willing to put soldiers into combat”. Redesignating the Department of Defense as the Department of War was more than posturing. He does not see the world’s superpower as a international peacekeeper; he is converting it into a lawless actor.

He is convinced that the US’s might permits it to do as it wishes with scant penalty: witness the military actions against Nigeria and Iranian installations. He asserts that control of Venezuela's petroleum means this new undertaking “will pay for itself”.

Venezuela is only a small transit route for cocaine; Mr Trump recently granted clemency to the ex-leader of Honduras Juan Orlando Hernández for related criminal convictions. Mr Trump himself has been explicit that he is driven by the allure of petroleum resources as well as a desire to project strength, the worldview of key officials, and the appetite for triumphalism as his standing with the American public falters.

World Leaders' Silence and a Weakened UN

The global reaction, especially in Europe, has – with a few principled deviations – been alarmingly quiet. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was welcome, but this episode emphasizes the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could potentially force him to turn attention back home – but rising medical costs, public anxiety over the economy and other domestic scandals fuel his desire for external drama.

It has been less than 12 months into his time in office. The international community may live to repent if they remain quiet at this juncture, considering the potential next target.
