Insufficient Conditions Impede Reform

Crowded conditions, a lack of training facilities, machinery breakdowns, and aging facilities have worsened the problem, per the report.

Many inmates wait for extended periods to be assigned an activity spot and are often assigned whatever is open, instead of instruction applicable to their employment opportunities upon release.

Although work went ahead, full-time positions generally engaged prisoners for just five hours per day, with many roles split into part-time slots to extend meagre provision more widely.

Government Response and Future Initiatives

The prison system has a responsibility to safeguard the community by making inmates less likely to reoffend when they are released, but frequently it is failing to meet this responsibility.

The best governors understand that prisons, and ultimately our society, are safer if prisoners are purposefully engaged, and that training, training and work play a crucial role in motivating prisoners to reform.
